Mr. Modi was the only industrialist who came forward and offered to try his hand

in this line. He was given one month’s time to submit his scheme. Mr. Modi had
to start from scratch because the necessary technical know-how for such an in-

dustry was not available in the country. Mr. Modi was all the time thinking about
making a blue-print of the machinery for the factory. Suddenly once again he
