The International Cricket Council back-tracked from its decision of making the controversial Decision Review System (DRS) mandatory and instead left its use to the discretion of the participating teams.
ICC chief executive Haroon Lorgat said after a meeting of the executive board that "there are some who are not convinced by its reliability."
The Board of Control for Cricket in India has been a strong critic of the system. But Lorgat says the game's governing body would "work with interested parties to improve the system."
DRS will still be used in all ICC global events.
The ICC has also cast doubt on the inaugural Test championship taking place in 2013, with Lorgat saying, "It would be unfortunate if the Test championship is delayed to 2017 but the board needs to balance several objectives."
